Why Rural Internet in Virginia Is Still Broken — And What Real Data Shows

ISP coverage maps claim rural Virginia is served. Real community speed tests prove otherwise. Here's how the gap between official "coverage" and actual broadband access persists — and what you can do about it.
Virginia's rural broadband problem isn't a secret. It's been studied, reported, and debated for decades. Yet if you look at official FCC coverage maps, huge portions of the Shenandoah Valley appear to have internet service. The maps are green. The numbers look fine. The reality on the ground is completely different.
The Coverage Map Problem
The FCC now collects fixed-broadband availability through the location-level Broadband Data Collection system, which replaced the older census-block Form 477 approach. That is a meaningful improvement, and consumers can challenge incorrect availability records. But an availability filing still describes where a provider reports it can offer service; it does not measure the speed, reliability, installation experience, or Wi-Fi performance residents actually receive.
That distinction matters in rural communities. A location may appear serviceable while an installation is delayed, the available technology performs poorly, or the usable connection does not match the plan a household needs. In 2024 the FCC raised its fixed-broadband benchmark from 25/3 Mbps to 100/20 Mbps, making old 25/3 language an outdated way to describe modern broadband needs.
The Shenandoah Valley Experience
The founder of Eleven North moved to the Shenandoah Valley with the expectation of working internet. Every ISP's coverage map showed service available. Multiple providers claimed the address. Not a single one could actually deliver a connection. For four years, they ran a digital agency without home internet — tethering, coffee shops, and workarounds.
This story is not unusual. Talk to Valley residents and you'll find version after version of the same experience: ISP website says covered, ISP technician confirms coverage, ISP fails to deliver, customer is told coverage 'may vary.' The maps don't get corrected. The census block stays green.
The BEAD Program and What It Means for Virginia
The federal Broadband Equity, Access, and Deployment program directs funding through states to expand high-speed internet infrastructure. Coverage and challenge data influence which locations are treated as served, underserved, or unserved, so correcting inaccurate availability records remains important for rural communities.
Virginia has made progress with its own mapping challenge processes, but the fundamental problem remains: ISPs self-report their coverage, and there's limited mechanism to verify or challenge those reports at scale.

Real speed tests submitted by real residents create a parallel dataset that ISP coverage maps cannot suppress. When 50 people in a census block submit speed tests showing no service or sub-10 Mbps speeds, that data becomes evidence — useful for:

- Supporting county and regional broadband advocacy.
- Informing home buyers and businesses making location decisions.
- Documenting the gap between advertised and actual service.
- Creating public pressure on ISPs and state legislators.
